Anna Adachi-Mejia, Principal, Adachi Labs, LLC
Dr. Anna Adachi-Mejia was part of the team that led the data collection, analysis, and write-up of the project. As the founder and Principal of Adachi labs, LLC. Dr. Adachi-Mejia facilitates community-based meetings, conducts evaluations, and mentors faculty and trainees on mixed-media research, project management, and communicating their science with the public. She weaves her prior experiences as both a former Executive Director and Faculty member to help bridge connections across scientists and community members. As a former Associate Professor at the Geisel School of Medicine at Dartmouth, she taught, researched, and led grant-funded projects.
Kerry Ali, Account Executive II, Elevance Health
Kerry Ali has served individuals in New Hampshire since 2003 with her last position being the Accute Care Services Director for Center of Life Management overseeing their Rapid Response Team since its inception. Kerry has since transitioned to Carelon Behavioral Health where she oversees the NHRR Access Point for the State of New Hampshire.
Danielle Amero, Assistant Professor, Massachusetts College of Pharmacy and Health Services
Danielle Amero, OTD, OTR/L, CHT, has been an OT for over 30 years in NH. She works full-time as an assistant professor in an OT Master's program. Her teaching includes mental health and her scholarship is a pilot project implementing OT into CBHCs in NH. She is also the President of the New Hampshire Occupational Therapy Association.
Eric Bailly, Senior Director, Third Horizon Strategies
Eric is a seasoned clinician and managed health care executive with a vested interest in substance use disorder treatment. Prior to joining Third Horizon Strategies, Eric was a Business Solutions Director at Anthem, Inc. where he focused on the commercial and specialty business division’s substance use disorder strategy, with an emphasis on the enterprise opioid strategy. In this role, Eric had an opportunity to shape Anthem’s organizational response when it comes to provider partnerships, vendor relationships, and the provision of subject matter expertise tied to product development, government relations and corporate public policy. Eric is a Licensed Professional Counselor in the states of North Dakota and Colorado and is a Licensed Alcohol and Drug Counselor in the state of Minnesota. He has worked as a behavioral health clinician in several settings, including outpatient substance use disorder treatment services at both Kaiser Permanente and the Jefferson County Department of Health and Environment, both in the Denver, Colorado, metro area. Eric is also an adjunct professor at the Concordia College, School of Healthcare Professions where he teaches Health Information Systems to undergraduate students pursuing degrees in health care and health care administration. Additionally, Eric serves on a variety of boards and committees tied to organizations who are committed to improving the health and well-being of those who live with mental health and substance use issues. Eric earned a bachelor’s degree in psychology from Concordia College and a master’s degree in counseling psychology from the University of Colorado at Denver.
Erin Barnett, Associate Professor, Dartmouth Trauma Interventions Research Center
Erin Barnett, PhD, is an Associate Professor of Psychiatry and Health Policy and Clinical Practice at Dartmouth and a faculty member at the Dartmouth Trauma Interventions Research Center and Vulnerable Children’s Research Group. Dr. Barnett has led five federal training and research grants and served as an evaluator or co-investigator on several additional projects aiming to improve services for children and families affected by trauma in her community and state. She is certified in two evidence-based psychotherapies for children and provides training and consultation across the region in trauma, attachment, and resiliency.
Shelby Barron, Social Worker, Manchester VA
Shelby Barron, LCSW is a Social Worker at the Manchester VA, where she began working in 2022 as a Primary Care Social Worker. Shelby earned her MSW from Edinboro University in 2020, and worked in community mental health for many years before beginning her VA career. In addition to the Veteran population, Shelby has a wealth of experience providing and supervising services for children, families, adults, communities, and groups. She is passionate about reducing stigma around mental health, and utilizes this passion to influence her social work practice.
Paul Belliveau, Medical Director, Innovative Psychiatry Center Inc.
Paul Belliveau, MD, is Board Certified by the American Board of Psychiatry & Neurology in Adult Psychiatry. He has expertise in the diagnosis and treatment of adult psychiatry disorders. He has a special interest in interventional psychiatry and in treatment resistant depression. He graduated from Tufts University School of Medicine in 1989 and completed residency training in Psychiatry at Walter Reed Medical Center. Prior professional experiences include services as Chief at the Consultant and Liaison Department at Landstuhl Regional Medical Center.
Cameron Bergeron, Lead Psychotherapist, Harbor Care
Cameron Bergeron, LICSW, is a social worker with over 10 years of experience working in the field in a variety of settings. She is currently the Lead Psychotherapist at Harbor Care, and in that role has been promoting the integration of addiction treatment services with standard mental health treatments. Cameron's population of focus is individuals with substance misuse, and during her time at Harbor Care she has worked with patients at every level of care.
Jake Berry, Vice President of Policy, New Futures
Jake manages New Futures' policy efforts, providing expertise and management in healthcare, substance use, and early childhood policy. His role includes tracking critical legislation and ensuring that lawmakers, advocates, and the public are well-informed about New Futures' core issues.
Emily Boisvert, Senior Program Manager, Supportive Housing, Multifamily Housing Division, NH Housing
Emily Boisvert is a Senior Program Manager at New Hampshire Housing Finance Authority (NH Housing). Emily oversees two supportive housing development programs which provide funding for the creation of new affordable housing that incorporates supportive services for residents. She also oversees the funding provided by NH Housing to the Referral, Education, Assistance and Prevention Program (REAP) for services provided by Community Mental Health Centers to residents and management of federally assisted elderly housing statewide. Before joining NH Housing about two years ago, Emily managed family resource programming at a regional Community Action Partnership, overseeing rental assistance programs and the provision of case management services, financial literacy education and counseling, etc. She received her BA from the University of New England and her MEd from River University.
Julie Bosak, Director, NH Perinatal Quality Collaborative, Dartmouth Hitchcock Population Health
Julie Bosak, DrPH, CNM, MSN a certified nurse-midwife and public health practitioner concentrating on healthcare quality and access for underserved rural populations in the northeast United States. As the director of the Northern New England Perinatal Quality Improvement Network and the NH Perinatal Quality Collaborative she leads the current improvement initiatives with hospitals in our state.
Doreen Boutin, Clinician, Harbor Care
Doreen Boutin, MS, MLADC, has been in the Mental Health and Addiction Treatment field for 14 years. She has extensive experience working with individuals with substance misuse disorders at all levels of care. Doreen has also served as a Board Member on NHADACA, and on the Peer Review Board for OPLC/Alcohol and Other Drug Use Professionals. She is currently working as a Clinician in Harbor Care's PHP.
Madalynne Bridges, title TBA
Madalynne graduated from UW Madison in 2018 with Bachelor of Science degrees in History and Environmental Studies. Her previous work experience involved patient-level data analysis to evaluate eligibility for WI Medicaid and Social Security Disability. She is excited to be in this new role as the AIM Coordinator because she is passionate about women’s health and helping women achieve better health outcomes. She is looking forward to supporting NH birthing facilities with data management, coordination, and engagement with the AIM Safety Bundles.
John Burns, Executive Director, SOS Recovery Community Organization
John Burns is the Executive Director of SOS Recovery Community Organization. He is a person with lived experience as a person who uses drugs and has led one of the largest recovery community organizations in NH. Under his leadership SOS is one of the largest distributors of both nasal and intramuscular naloxone. In his role at SOS they also host one of the region’s largest peer-led harm reduction and recovery conferences in the northeast.
Dennis Calcutt, Director, Connected Families NH
Dennis Calcutt, MPA, is the Director of Connected Families NH and the Monadnock Expansion Grant. Dennis has over 35 years of experience focused on children and families; with a specific interest in building communities around youth mental health. He has a patient, collaborative approach grounded with humor and focused on human connection. Dennis holds a Master of Public Administration from the University of Southern California and a core certificate from the Institute for Nonprofit Leadership and Management from Boston University’s School of Management.
Emma Cardeli, Ph.D., Boston Children's Hospital/Harvard Medical School
Emma Cardeli, Ph.D. is the Clinical Director of the Massachusetts Area Prevention Program at Boston Children's Hospital and an Assistant Professor of Psychology at Harvard Medical School. Dr. Cardeli is the lead developer of the T-SAM, a clinically useful risk assessment and management tool that can be used by mental health professionals to guide therapeutic intervention for youth and adults at risk of targeted violence. She is also leading two federal grant initiatives focused on building mental health professionals’ capacity to identify and respond to the risk for escalation to violence. In partnership with colleagues at BCH, Dr. Cardeli provides training and consultation in trauma-informed care and trauma-focused treatment across the globe, with a focus on building organizations' capacity to provide specialized services in a manner that's congruent with community needs and norms. Her research focuses on understanding multi-systemic factors contributing to risk behaviors and identifying effective methodologies for strengthening healthcare systems to meet the needs of underserved populations.
Heidi Carrington Heath, Executive Director, Seacoast Outright
Heidi Carrington Heath is the executive director of Seacoast Outright. Her educational background includes a degree in psychology and 400 hours of clinical training at Brigham and Women's Hospital. Her passion is creating a world where our LGBTQ+ youth can thrive, and live exactly who they are.
Erin Chamberlain, LCMHC, Stonecrop Counseling
Erin Chamberlain is an LCMHC with 15+ years working in the New Hampshire behavioral health system. She has her own practice, specializing in DBT, ACT, and executive function management. She is a Certified Therapeutic Game Master with 36 CEs in Therapeutic Gaming and runs therapeutic Dungeons and Dragons groups for teens and adults.
Corina Chao, Project Director, UNH Institute for Health Policy and Practice
Corina joined the Institute for Health Policy and Practice in 2019 after serving as a Community Health Advisor in Peace Corps Madagascar. She recently graduated from UNH with her MPH and a certificate in Health Data Science. Currently serving as a Project Director at the Institute for Health Policy and Practice at the University of New Hampshire, Corina manages multiple initiatives aimed at addressing childhood trauma, mental health, and climate impacts on health. Over her tenure at the Institute, Corina has led significant projects such as the Trauma-Informed Care Project and the Queer Youth Resilience Project, underscoring her commitment to supporting vulnerable populations. Her work is characterized by a strong emphasis on collaborative learning and stakeholder engagement, utilizing the ECHO model to enhance patient care and outcomes across practices.
Skyler Conway, Disaster Behavioral Health Coordinator, NH Department of Health and Human Services
Skyler Conway is the Disaster Behavioral Health Coordinator for the New Hampshire Department of Health and Human Services, leading the state's program in building community capacity to provide critical mental health services after emergencies. Leveraging a Master's degree in School Psychology and certification in Critical Incident Stress Management, he brings expertise in crisis intervention and program management to ensure communities receive the support they need. Prior to this role, Skyler demonstrated a commitment to supporting vulnerable populations through work with young adults with developmental disabilities. His experience extends to leadership roles within healthcare settings, where he managed staff and guided quality improvement initiatives. Additionally, Skyler has significant experience in outpatient behavioral health settings in Westchester County, NY, where he further honed his skills in managing comprehensive mental health services and supporting community health initiatives.
James Corbett, Principal, Initium Health
James Corbett is a seasoned healthcare executive bringing over a decade of Behavioral Health leadership experience in states across the country. As principal of Initium Health, James works on statewide behavioral health marketing campaigns, crisis care facilities, opioid settlement funding initiatives, and mental health and substance use disorder related efforts. Mr. Corbett has served as a Fellow at Harvard Medical School, Harvard’s Safra Center for Ethics and the Nashville Healthcare Council. In addition, he served a 4-year term on the National Institute of Health’s National Advisory Council for Nursing Research, having been honored to receive the appointment from former Health and Human Services Secretary, Kathleen Sebelius. He was recently appointed as an Expert Advisor to the Agency for Healthcare Research and Quality (AHRQ). James’ health system experience comes from serving in four health systems, providing strategic and operational leadership for behavioral health, population health, research operations, global health, advocacy, and ethics. Mr. Corbett earned his Bachelor of Science in International Relations from Syracuse University, his Juris Doctorate from St. John’s University and a Master of Divinity from Duke University. He speaks internationally and has provided keynotes at Harvard Medical School, John Hopkins University, Georgetown University and numerous other universities.
Katherine Cox, Suicide Prevention Coordinator, NH Department of Health & Human Services
Katherine Cox has been serving in the behavioral health field since 2014 most recently overseeing 988 initiatives for the Department as the State Suicide Prevention Coordinator and contract manager for Headrest, one of two National Suicide Prevention Lifelines in New Hampshire.
Melissa Davis, Early Childhood Wraparound Program Director, NFI North
Melissa Davis, LCMHC, displays passion for the the parent-child relationship and the effects of trauma in child development. Melissa is a trained and rostered CPP clinician and Advanced Reflective Practice Consultant through the NH Association for Infant Mental Health. Melissa currently oversees the Early Childhood Wraparound program through NFI North, and has been involved in that work since 2018.
Ashley DeGarmo, Vice President, Third Horizons Strategies
Ashley DeGarmo is a health policy consultant with experience in alternative payment model development, strategic advisory, and expertise in behavioral health care. As Vice President of Client Services for Third Horizon Strategies, Ashley oversees client engagements and manages operations across several areas of the firm. Ashley’s career started in health benefits, where she consulted for very large employers on health benefit strategies, including accountable care organization development. With a passion for behavioral health care delivery and system change, Ashley earned a master’s degree in social service administration and a health policy and administration certificate from the University of Chicago. She is a licensed social worker in the state of Illinois. Her direct practice experiences in clinical settings inform and guide her work as a consultant.
Elaine de Mello, Director of Suicide Prevention Services, NAMI NH
Elaine is a licensed clinical social worker who has worked in the mental health field since 1978 as a clinical program manager in inpatient and community settings. Elaine has worked full time with NAMI NH since 1999 where she had a lead role in the development of the Connect Suicide Prevention and Postvention Program, a national best practice. Elaine has provided training and consultation in mental health and suicide prevention throughout the United States, Canada and Pacific Islands in a variety of settings including state and tribal entities, community coalitions, schools and campuses, health care facilities, and military and paramilitary organizations.
Jennifer De Voe, Vice President of Quality Improvement, Compliance, and EMR, The Mental Health Center of Greater Manchester
Jennifer De Voe has played a central part in MHCGM's Certified Community Behavioral Health Clinic (CCBHC) grant projects. Her work focuses on compliance, policy development, data reporting, and continuous quality improvement, contributing significantly to the success of MHCGM's CCBHC initiatives.
Eileen Doyle, Training Coordinator, SOS Recovery Community Organization
Eileen Doyle, MST, CRSW, is the Training Coordinator at SOS Recovery Community Organization. A person in long-term recovery and a family member, Eileen has trained SOS curriculums with a variety of trainers and has completed Motivational Interviewing trainings with Stephen R. Andrew LCSW, LADC, CCS at the Health Education and Training Institute (HETI) and John Gilbert, MS, RD, CCP, RHC-III, ACSM-CEP® at the Institute for Individual and Organizational Change. She also attends the HETI Learning Community.
Natasha Dube, Director, Multifamily Resources and Planning, NH Housing
Natasha is the Director of Multifamily Resources and Planning at New Hampshire Housing Finance Authority and is responsible for the management of multifamily resource allocations and program plan oversight. Additionally, she leads the creation and updates to the NH Qualified Allocation Plan and other rules and policies. Natasha has held several positions in her thirteen years at New Hampshire Housing, including roles on the finance team and in the multifamily asset management group. Prior to joining New Hampshire Housing, Natasha was the controller for small nonprofit.
Natasha is a graduate of Leadership Greater Manchester, a program of the Greater Manchester Chamber of Commerce. Natasha graduated from New Hampshire Housing’s Leadership Academy, which is a two-year leadership development program. She received National Development Council’s Rental Housing Development Finance Professional Certification. Natasha has completed several courses at Southern NH University.
Cassandra Durand, Director of ProHealth Integrated Care and Research, The Mental Health Center of Greater Manchester
Cassandra Durand is currently the Director of Integrated Care and Research for the Mental Health Center of Greater Manchester. She has experience working in several mental health setting including community and emergency room crisis services, outpatient therapy, inpatient psychiatric treatment and substance use clinics. Cassandra has a background in research related to gambling disorders and behavioral health change interventions. She is passionate about program development and finding solutions to meeting patient needs.
Laurie Foster, Director of Children and Youth Programs, NAMI NH
Laurie provides overall leadership for the development, implementation, and evaluation of services for families of children and youth with Serious Emotional Disturbance (SED). She is responsible for overseeing the children’s department which includes supervisors, family & community support specialists, overseeing presentations and activities; and coordinating with other programs to effectively meet contractual requirements while assuring the stability and sustainability of these programs. She is a graduate of Granite State College and earned her Bachelor of Science in Human Services.

Corey Gately, Director of Substance Use Services, Concord Hospital – Laconia
Corey is a Master’s Licensed Alcohol and Drug Counselor with over 20 years of experience. She is also a Level 2 CrossFit Coach and a Certified Drug and Alcohol Recovery Fitness Specialist. She has overseen staff in recovery for approximately 10 years and has been integral in projects that involve staff wellness and engagement.
Beth Grosso, Director of Training and Professional Development, UNH Institute on Disability
Beth joined the Institute on Disability in 2015 after working as the Case Management Supervisor at a New Hampshire Area Agency serving individuals with developmental disabilities, traumatic brain injuries, and behavioral health needs. Previous to her position as CM Supervisor, Beth had become a certified START Coordinator and served as the START Team Leader for the Southern area of New Hampshire. Beth was an official presenter at both the 2011 and 2012 national NADD (National Association for the Dually Diagnosed) conferences. Beth has experience in the coordination of services within the dual diagnosis (DD/ID & MH) field, training development and delivery, systems development, and leadership.
Heidi Guinen, Deputy Director Forensic Services, New Hampshire Department of Corrections
Heidi Guinen has worked for the Department of Corrections for the past 24 years. She provides oversite of all behavioral health services, inpatient hospitalizations, special clinical programs, and addiction services for all state prisons in New Hampshire. She is a certified hostage negotiator and completed her training through the federal bureau of investigations in 1996. Mrs. Guinen has also worked as an adjunct professor for Granite state college teaching Forensic social work, crisis negotiations and introduction to psychology.

Talmira Hill, Principal, T. L. Hill Group
Talmira led the Culturally Responsive Care project and assembled the consultant team. Talmira is the Principle of the T.L. Hill Group, an independent firm she founded in May 2021 that consults at the nexus of philanthropy and community change to strengthen social impact. Talmira bring over 30 of leadership experience at the national level in the nonprofit, philanthropic and public sectors, specializing in partnerships and collaborate enterprises to improve outcomes in low-income and underrepresented communities. Talmira earned her MEd from Harvard University in Cambridge, MA and Bachelor of Science degree from Georgetown University School of Foreign Service in Washington, D.C.
Lucy Hodder, Professor, Director of Health Law, UNH Law
Lucy Hodder, JD, most recently served as legal counsel to New Hampshire Governor Maggie Hassan and senior health care policy advisor. She is an experienced New Hampshire health care, regulatory and employment attorney. Previously a shareholder in the firm of Rath, Young and Pignatelli, PC, and Chair of the firm’s Healthcare Practice Group, in 2012 Hodder was named Lawyer of the Year for Health Care Law by her peers.
Ayla Kendall, Administrator of Peer and Family Support, NH Department of Health and Human Services
Ayla Kendall is a person with lived expertise in mental health and a master’s degree in Psychology. She also is the Administrator of Peer and Family Support for the Bureau of Mental Health Services overseeing NH’s mental health peer support training, certification, programming and policy development. Her greatest passion is enhancing our system of care and reducing stigma on mental health.
Stefanie King, MTSS-B Consultant, NH Department of Education
Stefanie King, MAT, PhD Candidate in Education Leadership & Policy, is an MTSS-B Consultant at the NH Department of Education who coaches districts and their community partners on best practices in school mental health integration. Stefanie’s multi-faceted knowledge of education systems comes from her diverse experience as a teacher, contract facilitator, teacher educator, researcher, and school board member. She holds certifications in teaching and school administration.
Mindy Klowden, Managing Director, Behavioral Health, Third Horizon Strategies
Mindy Klowden is a national consultant, leader, and strategist. She oversees Third Horizon's behavioral health consulting practice, manages client relationships and deliverables, conducts research and policy analysis, and provides expert strategic planning and facilitation. Mindy has 25+ years of experience in behavioral health and health care policy. She serves as faculty on the CCBHC New Grantee Learning Community. She earned an MNM from Regis University and BA in Sociology from Colorado College.
Jacob LaBrack, Father-Son-Brother (TBI Survivor), Center for Life Management
Jake is an avid motorcycle enthusiast and overall family man. When he is not working for his own business, which he started in March 2022, he can be found spending time with his 4-year-old son, Jameson. Jake enjoys listening to music of all genres – at all volumes. After sustaining a brain injury in 2018 and experiencing his own mental health challenges, Jake has become passionate about giving back to the brain injury community through psychoeducation and peer support.
Stephanie Langlois, Senior Coordinator, NH Perinatal Quality Collaborative, Dartmouth Hitchcock Population Health
Stephanie has a undergraduate biology and graduate business degree. She has worked professionally in medical and clinical research where she has worked with populations with serious mental illness and incarceration histories, neurological disorders, and pregnant women with opioid use disorder. She currently supports the statewide perinatal improvement efforts with a focus on community stakeholder participation.
Katherin Langone, Owner & LCMHC, Freedom to Thrive Therapy LLC
Katherin Langone, LCMHC, MLADC, NCC, CCTP is a Licensed Clinical Mental Health Counselor in New Hampshire, a Nationally Certified Counselor, and Certified Clinical Trauma Professional. She is a specialist in Counseling Military, Veterans, and Their Families, as well as a Master Licensed Alcohol and Drug Counselor specializing in Addiction Treatment in Military & Veteran Culture. Katherin is also a military spouse and is very passionate about helping those who have served.
Christine Lavalle, Senior Program Manager, Housing Grants Programs, NH Housing
Christine Lavallee is a Senior Program Manager at New Hampshire Housing Finance Authority who administers and oversees several different federal grant programs within the Multifamily Housing Division. Christine started as an Asset Manager in 2012 and moved to her current position in 2015. In this position she oversees the HOME and HTF funding programs, as well as reviewing all environmental review documents for all development projects. Also, she administers the 811 PRA program which provides federal permanent rental assistance for persons with severe mental illness. Before coming to New Hampshire Housing, Christine worked as a housing attorney specializing in fair housing/anti-discrimination law for NH’s state-wide legal services organization that serves low income persons. She received her BS from Boston University and her JD from Suffolk University School of Law.
Lisa Leary, Consultant, Lisa Leary Consulting
Lisa Leary, MS, is an educator and strategist who is deeply committed to enhancing the quality of healthcare while fostering work environments that promote employee well-being and growth. As a consultant to the Thriving in the Workplace 2 project, she works with sites to use organizational assessments to design and implement organizational improvement plans. Lisa holds a master’s degree in Evaluative Clinical Science from Dartmouth College, is a Certified Six Sigma Green Belt, and brings over 15 years of experience in facilitation and training, qualitative research, clinical evaluation, and practice transformation.
Michelle J. Lennon, President/CEO, Archways
In addition to her role as the President and CEO of Archways, Michelle Lennon has served on the Board of Directors of a Federally Qualified Health Clinic for about ten years and has been on the New Futures AOD/SUD Policy Advisory Committee for many years and was just awarded the Sandi Van Scoyoc Legacy Award from the New Hampshire Children’s Foundation for her work integrating family support and peer recovery support benefiting the children of families affected by SUD and noted as being “exceptionally committed to improving and enhancing the health and wellbeing of children and families, having a track record of innovation and excellence in program and service delivery to advance improved health and wellness outcomes for children, is an advocate for awareness, understanding and action to meet the needs of children and families, and is regarded as a state or community leader in promoting the wellbeing of children.” She holds a BA, MA, and CRSW credential.
Christina Loder, Director of Behavioral Health and Substance Use Services, Harbor Care
Christina Loder, MS, LCMHC, MLADC, has over 15 years of experience working in the human services field in a variety of settings. Some of her focus populations over the years include adolescents and transition-aged youth, individuals with significant and persistent mental illness, adolescents and adults with substance use disorders, and individuals court involved due to sexually based criminal offenses. In recent years she has paired her clinical abilities with her interest in program development, working to start up and develop multiple programs including an adolescent substance use disorder treatment facility, an intensive outpatient program serving adolescents and transition-aged youth with substance use disorders, which was a pilot study utilizing a new evidenced-based practice, and several other grant programs. At Harbor Care, Christina has been the driving force behind developing an integrated Partial Hospitalization Program, and also oversees substance use treatment services that include residential treatment, outpatient, IOP, and Recovery/Drug Court.
Joanne M. Malloy, Research Associate Professor, UNH Institute on Disability
Dr. JoAnne Malloy began working at the Institute on Disability Hampshire in 1992. She is a nationally recognized expert in the field of adolescent mental health, including expertise in school-to-career transition services for youth with emotional and behavioral disorders, school-based mental health services, dropout prevention, and family- and youth-driven wraparound. Dr. Malloy has authored numerous peer-reviewed journal articles and book chapters and teaches in the UNH Social Work Department.
Peter Mason, Medical Director, Headrest, Inc.
Peter Mason, MD, is a family physician with over 47 years of clinical and teaching experience. He is the medical director of Headrest, Inc & a faculty member at the School of Medicine at Dartmouth. He has been a MAT provider since 2005 and has assisted practices throughout NH in setting up MAT programs. He has lectured on Polypharmacy to the NH Academy of Family Physicians.

Macey Muller, Project Director II, UNH Institute on Disability
Macey joined the Institute on Disability in 2020 with over 8 years of experience working with students on academic probation and those with learning disabilities in higher education in Boca Raton, FL. As the Project Coordinator for Building Futures Together at the Institute on Disability at the University of New Hampshire, Macey now plans and organizes an instructional on-the-job apprenticeship program for paraprofessionals working in the Behavioral Health field who are working with children, adolescents, and youth impacted by problematic use of substances.
Ken Norton, Grampy, School of Life Long Learning
Ken is the former Executive Director of NAMI NH and a Licensed Independent Clinical Social Worker with over 40 years of experience in mental health and suicide prevention. He has served as a subject matter expert for SAMHSA, the Department of Defense, The Veterans Administration and has served on numerous local, regional and national committees, commissions and workgroups. He serves on the medical ethics committee of his local hospital and for over a decade he has presented workshops nationally and internationally on ethical issues related to Medical Aid in Dying.
Celia Oliver, Chair, NHPA Ethics Committee
Celia G. Oliver, PhD, has been a member of the NHPA Ethics Committee since 2005 and chair of the committee 2007-2008, 2011-2013, & 2014-present. After working in community mental health for over 10 years, in 2007 Dr. Oliver established a solo private practice in Peterborough, NH. She worked with children, teens, adults, and families and specialized in using cognitive-behavioral psychotherapy in the treatment of anxiety disorders and autism spectrum disorders prior to her retirement.
Cheryle Pacapelli, Project Director, Harbor Care
Cheryle Pacapelli has been working in the field of peer recovery support since 2001 when she opened Stepping Stone, a recovery home for men. She is a person in long-term recovery for 35+ and came to NH as a leader in the recovery community of Connecticut doing advocacy work for New Futures. Her history as a person in long term recovery, trainer for hundreds of peer support workers, administrator of recovery housing as well as recovery centers, made her exceptionally equipped to be the liaison between the state and local recovery community organizations. She is seen as role model and mentor to the leaders of the Recovery Community Organizations, Cheryle is known for her mentorship, support, and caring of field leaders, as well as for her talented leadership representing NH on the National platforms.
Maggie Padgett, Director of Operations, SOS Recovery Community Organization
Maggie Padgett is the Director of Operations at SOS Recovery Community Organization. She has worked in various roles with vulnerable populations doing case management, care coordination and outreach and is trained in critical time interventions (CTI). She's also worked as a manager overseeing family shelters and was an integral member of the team that managed a low-barrier overnight emergency shelter in Strafford County in 2022. Maggie currently manages a comprehensive harm reduction program and peer-led mobile and street outreach program for individuals who are unsheltered in the community.
Logan Paluch, Project Coordinator, Dartmouth Trauma Interventions Research Center
Logan Paluch, MPH, MED is the project coordinator for Project P2P and co-director of the DH Community of Care. Before joining the DTIRC team in 2019, Logan was an elementary school teacher in the Seacoast area of New Hampshire for nearly a decade. She has additional experience in community health coordination as part of collective impact initiatives at Mt. Ascutney Hospital.
Tom Perlet, Assistant Director, Children’s Intervention Program, Riverbend Community Mental Health
Tom Perlet, LICSW, is the Assistant Director of the Children’s Intervention Program at Riverbend Community Mental Health in Concord, NH and in this role has built strong collaborations with school partners in Riverbend’s catchment. He serves on the MTSS-B Advisory Committee and has led Riverbend’s involvement with three school districts in the implementation of the MTSS-B including directly supervising two School Liaisons. Vicki has worked in Family Medicine, Addiction Medicine, and long-term care as a Nurse Practitioner. She quickly realized treatment resistant depression is a consistent theme. Vicki joined the care team at IPC in 2022. She enhances the team with her holistic approach to care, integrating her formal training, her professional experience, and her personal passions. Her enduring optimism is a constant presence in the IPC care environment. She looks forward to working with patients and staff to create a new kind of wellness community. Heather Smith, LCMHC, MLADC, R-DMT is a dedicated professional with 15 years of experience in the field of substance misuse and mental health. She has worked in various levels of care and settings, including home-based to inpatient, treatment/drug court, and impaired driving services. Heather's expertise lies in helping individuals aged 12+ whose substance misuse and co-occurring mental health challenges have become unmanageable. Kady Sternberg, BA has been with the DTIRC team as a research coordinator since 2021, aiding in research efforts on multiple projects, including Project P2P which aims to improve safety, permanency, and well-being for families with parental substance use, expecting babies or parenting children aged 0-17. Kady has a psychology and public health background and has experience working with autistic children and their families as a respite care and ABA provider.
Sara Sullivan, Owner/Founder/Clinician, Inclusive Minds, LLC; Queer Youth Resilience Project
Sara Sullivan, LCMHC, is a licensed clinical mental health counselor in the NH Seacoast who specializes in mental health care for LGBTQ+ youth and young adults. Prior to becoming a clinician, Sara served as interim executive director for Seacoast Outright, a support and advocacy organization for LGBTQ+ youth. In 2023, Sara was named “Mental Health Counselor of the Year” by the American Mental Health Counselors Association. Sara is thrilled to have launched the Queer Youth Resilience Project in collaboration with Seacoast Outright and UNH in efforts to increase access to mental health care for LGBTQ+ youth.
Jace Troie, DEI & Program Assistant, NAMI NH
Jace began volunteering with NAMI NH 6 years ago through the In Our Own Voice program, and traveled the state telling his story about how mental illness impacted his family, him personally, and finding hope after surviving suicide. In 2020 he was the youngest person ever elected to be on NAMI NH’s Board of Directors. Only resigning in 2022 to accept a full-time position with NAMI NH as their DEI & Program Assistant. Jace has previously held positions in the drug prevention, child-care, and education sectors. He is a proud member of the LGBTQIA+ community and appreciates how his previous roles and lived experience help him support the mental wellness, of those in NH, through DEI work.”
Alexa Trolley Hanson, Occupational Therapist & Research Coordinator, Boston University Center for Psychiatric Rehabilitation
Alexa Trolley Hanson, MS, OTR/L, has been an OT for over 20 years, with the last 10 focused on developing, implementing, and evaluating OT in mental and behavioral health. As faculty at the University of New Hampshire, she was the co-principal investigator on a federal grant that embedded OT services into a variety of integrated primary care behavioral health, community behavioral health, and substance use recovery centers throughout NH. Alexa is currently completing her PhD in Rehabilitation Sciences as Boston University under the mentorship of Dr. Susan McGurk and Dr. Kim Mueser. She is currently working developing an intervention that promotes healthy aging in adults living with Serious Mental Illness.
Michele Watson, Volunteer Engagement Services Director, NH NAMI
Michele Watson oversees all volunteers and volunteer programs at NAMI NH including individuals trained in the NAMI National ‘In Our Voice’ Program. She works directly with volunteers and sees the impact their stories have for the families NAMI NH supports and out in the community. She also knows how important this work is to the volunteers. The volunteers know that by sharing their story of recovery and hope out in the community that it increases awareness and reduces stigma and discrimination.
Delitha Watts, Project Director, UNH Institute for Health Policy and Practice
Dee joined the Institute for Health Policy and Practice team in January of 2018 as a Practice Transformation Facilitator for the New Hampshire Citizens Health Initiative. Prior to working with the Institute, she was Director of Operations for the Provider Network at a two-hospital healthcare system. Throughout her career, she has gained extensive knowledge in the implementation of practice workflows and standard operating procedures. This knowledge and experience have helped her successfully lead teams in the execution of initiatives such as the integration of behavioral health services, the implementation of medication for opioid use disorder services and trauma informed care. In addition to having a Bachelor of Science in Healthcare Administration she has also obtained her Lean/Six Sigma in Healthcare Black Belt Certification and is a Project Management Certified Professional. Dee has used this knowledge to develop numerous quality improvement tools and trainings uniquely designed for meeting goals within health care settings.
Cynthia Whitaker, President and CEO, Greater Nashua Mental Health
Cynthia Whitaker, PsyD, has been a member of the NHPA Ethics Committee since 2014. She is the President & CEO at Greater Nashua Mental Health, where she has worked since 2006. Dr. Whitaker holds a second license as a Master Licensed Alcohol and Drug Counselor and is fluent in American Sign Language. Devoting her career to the community mental health system, she is familiar with a broad spectrum of evidence-based treatments and the wider mental health system in New Hampshire.
Greg Williams, President, Third Horizons Strategies
Greg is a health policy consultant and communications specialist, providing strategic oversight and direction to numerous initiatives. Most notably, Greg manages the Alliance for Addiction Payment Reform, a national collaboration aimed at improving outcomes for patients, payers, and health systems, and served as a managing editor of the Addiction Recovery Medical Home Alternative Payment Model. Greg has over a decade of experience working with non-profits and government agencies on addiction. As person in long-term recovery from addiction himself, Greg’s work has been dedicated towards creating positive changes in access to quality health care and recovery supports for the over 40 million Americans with a substance use disorder. Greg is the award-winning filmmaker and producer of three feature length documentaries: The Anonymous People, Generation Found, and Tipping The Pain Scale. In 2015, he executive produced the historic UNITE to Face Addiction Rally on the National Mall when tens of thousands of people including from around the world gathered alongside major musicians to end the silence surrounding addiction. He also produced the 2016 launch event of the first-ever Surgeon’s General Report on Alcohol, Drugs, and Health: Facing Addiction in America as well as the 2021 Recover Out Loud concert event in partnership with Google, iHeart Radio, and Variety. His work has been featured in the New York Times, Washington Post, ABC World News, LA Times, and countless other news outlets. He also serves as a member of the United States of Care’s Voices of Real Life advisory group. Greg received his master’s degree in addiction public policy and media production from New York University.
Jess Wojenski, Training Manager, New Futures
Jess manages New Futures training program, organizing and delivering trainings both statewide and virtually for organizations, nonprofits, and individuals interested in advocating for policy change in NH. Jess has delivered over 150 trainings in her time at New Futures, and has been a member of the Community Engagement team supporting and mobilizing advocates to participate in the legislative process since 2018.
Phil Wyzik, CEO, Monadnock Family Services
Phil Wyzik, MA, has worked in the community mental health field since 1991, starting his career as a case manager and therapist. He has had roles in Executive Leadership since 1995, having been a CEO for 16 years. He has published academic journal articles, editorials in newspapers, and fiction about people with mental illness and trauma. He has co-presented with people who have lived experience.
Dianne York, Administrator of Addiction Services, New Hampshire Department of Corrections
Diane York has worked for the Department of Corrections for the past 25 years. She provides oversight of addiction services for all prisons in New Hampshire. Prior to her career in corrections, Mrs. York worked with high-risk youth in a group home setting.

Chelsea Zarcone, LICSW, CBIS, has worked in the field of brain injury and mental health for over a decade; working in various settings including inpatient rehab and psychiatric facilities, community-based day programs and community mental health. Chelsea is passionate about meeting the clinical and systemic needs of individuals with dual-diagnosis. She has advocated on the state and national level for improvement in access to quality care for people living with disabilities. She received her Master's in Social Work, while maintaining her certification as a brain injury specialist through the Brain Injury Association of America.
